Executive Team

Richard Stagliano

Chief Executive Officer

Richard Stagliano, Chief Executive Officer, is a licensed clinical social worker and a licensed marriage and family counselor with more than 45 years of experience in the human service field.

Stagliano spearheaded numerous innovative programs in the areas of Behavioral Health, Child and Family Services, and Victim Services. Under his leadership, Center For Family Services has remained true to its mission and responsiveness to community needs. Stagliano started his career in 1975. In 1981 he became the Director of Family Counseling Services, and he was named Executive Director in 1991. In the year 2000, Stagliano facilitated a merger of three small nonprofits, Family Counseling Services Inc, Together Inc. and Reality House Inc,  to create a new organization, Center For Family Services Inc. Following the merger, Stagliano was named President & CEO. 

Stagliano led the organization's rapid growth over the last two decades, facilitating several additional mergers and acquisitions. Under his strong leadership, Center For Family Services became one of the largest social services organizations in New Jersey, operating numerous federal, state, and county contracts. With a staff of 1500, Stagliano led Center For Family Services to be recognized as a trusted partner and provider, and one that readily adapts to meet the growing and changing needs across New Jersey.

He holds a Bachelor’s Degree in Psychology from Rutgers University and a Master’s Degree in Social Work from Columbia University. Since 1984, Stagliano has been a faculty member at Rutgers University School of Social Work. He has served as the President of the Family Service Association of New Jersey, a member of the Governor's Task Force on Child Abuse and Neglect, a member of the CEO Council, member of the National Alliance for Strong Families and Communities, a board member of the Camden County United Way, a member of the Commission on Abused and Missing Children, and a consultant to numerous community groups and organizations.

In 2016, Stagliano was awarded with the Outstanding Service Award from the National Association of Social Workers, NJ Chapter for outstanding service to the local community. In 2018, he was recognized as one of South Jersey Biz Magazine's 2018 Executives of the Year. 

Merilee Rutolo

President & Chief Strategy Officer

Merilee Rutolo, President & Chief Strategy Officer, has led Center For Family Services rapid growth over the last two decades. 

Under her leadership, Center For Family Services has become a well-known and trusted human services agency in the state of New Jersey. Her expertise in program development and implementation led to growth in all areas of specialized services. Rutolo's leadership and relationship building at the federal, state, county, and community level led to a significant increase in parternships that brought key funding to communities across the state. Her work led to an expansion of important services that address key needs in our New Jersey communities.

Rutolo has a Bachelor of Arts Degree in Journalism and Government and Politics from the University of Maryland and a Masters in Public Administration from Rutgers-Camden. Rutolo serves on the board of the Camden Coalition of Healthcare Providers and Camden Health & Athletic Association (CHAA), is a member of the Association of Fundraising Professionals, and serves on the National Alliance for Children and Families, a tri-county prevention coalition to end sexual violence, and numerous other state and county coalitions. 

She was named one of South Jersey Magazine's Super Women of the Year in 2018 for her dedication to improving lives and communities in New Jersey. 

 

 

Cindy Herdman-Ivins

Chief Administrative Officer

Cindy Herdman-Ivins, Chief Administrative Officer, has been serving New Jersey families for over 25 years. As a clinician and counselor, Ivins worked directly with the families she now serves as an administrator.

Ms. Herdman-Ivins spearheaded a merger between Family Service Association and Center For Family Services in 2018. Following the merger, she joined Center For Family Services as the Chief Administrative Officer.

Prior to the merger Ms. Herdman-Ivins served as the President at Family Service Association. During her seven year tenure as President, Ivins expanded services and positioned the organization as a leader in the state.

In her role at Center For Family Services, Ms. Herdman-Ivins is charged with overseeing both behavioral health services and administrative services including human resources, information technology, quality improvement, billing, and data tracking. 

In the field, Mrs. Herdman Ivins is regarded as a thought leader. She manages according to best practices and is well-known for driving strategic initiatives to improve operations through strong fiscal management, team building and effective communication. Her leadership strengths include fiscal management, policy and planning, strategic analysis, program development and training and coalition building.  Professionally, Mrs. Herdman Ivins has stayed true to her roots as a clinician and understands the work and level of care that social workers and case managers witness in the field every day. 

Herdman-Ivins holds a dual bachelor’s degree in psychology and economics from Rutgers University and a master’s degree in counseling psychology from Boston University.

 

 

Marion McLaurin

Chief of Human Resources

Marion McLaurin, Chief of Human Resources, manages employee relations and offers support to 1500 agency staff. 

During his career, McLaurin has been key in developing cultural competence and diversity trainings as well as managing trainings that support treatment care initiatives for clients. He is a skilled decision maker with strengths in quality improvement, policy development, and organizational management and administration.

McLaurin joined the executive team in 2018 after Center For Family Services merged with Family Services Association where he previously served as Chief Administrative Officer. His over 20 year career in human services has provided him expertise in quality management and improvement, compliance, policy development, and operations management in addition to human resources.

McLaurin holds a Bachelor’s degree in Business Administration Management from Howard University and a Master’s degree in Divinity from Palmer Theological Seminary as well as certifications from Georgetown University’s Leadership Academy and the Executive Leadership Institute. Marion is also an active member of the Alpha Phi Alpha Fraternity, Alpha Theta Lambda Chapter.

Barbara Ogden

Chief Financial Officer

Barbara Ogden joined Center For Family Services in 2017. As Chief Financial Officer, she is responsible for the organization’s financial and strategic management.

With nearly 30 years of experience in Finance and Accounting, Ogden has extensive knowledge in providing accounting, tax, and consulting services across industries in both the public and private sectors.

Since joining Center For Family Services, Ogden has been instrumental in developing and enhancing fiscal functions meant to improve overall effectiveness of the organization. She has led efforts to streamline financial and procedural policies, including a revamp of the organizationn's payroll processes to best meet organizational needs. Providing evaluation and analysis for long-range planning, Ogden has helped Center For Family Services continue to implement measures that support its strategic direction.

Ogden holds a Bachelor of Science degree in Accounting from Rutgers University and an Executive Master of Business Administration from Saint Joseph’s University. Barbara is a licensed CPA in the state of New Jersey and an active member of the American Institute of Certified Public Accountants (AICPA).

Anna Payanzo Cotton

Chief Program Officer

Anna Payanzo Cotton joined Center For Family Services in 2022. As Chief Program Officer, Anna supports organizational growth and sustainability at Center For Family Services

Part of the executive team, Anna strategizes, plans, and executes operating plans. She oversees the day-to-day administrative and operational functions, in these service areas

Anna dedicated her 20+ year career to the creation and coordination of services to ensure that all people have access to resources to transform their lives in private behavioral health, government, and higher education settings. Prior to her role at Center For Family Services, Anna most recently served as Vice President for Workforce Development at Rowan College at Burlington County, and prior to that, as Director for the Burlington County Department of Human Services.

Throughout her career, Anna advocated for access to services and system change through leadership and community advocacy roles.  Her community involvement includes serving on the Willingboro Public Library Board of Trustees, Deborah Heart and Lung Center Board, Mount Laurel YMCA community advisory board and service, Council and youth leadership roles at St. Luke Lutheran Church. She has also previously served on the Board of the Supportive Housing Association of New Jersey, and the New Jersey Advocacy Network to End Homelessness. Anna received her Bachelor’s Degree in Anthropology from Harvard College, and a Master of Public Health from the University of Pennsylvania. 

    

Michele Eichorn

Chief Operating Officer

Michele Eichorn, Chief Operating Officer, has a twenty-year history as both a licensed psychotherapist as well as an administrator. 

Over the past two decades, Ms. Eichorn has become recognized as a forward-thinking leader and is well-known for driving change initiatives including implementing the first wave of value-based reimbursement, DSRIP Project, at Trinitas Regional Medical Center and starting one of the first community-based, medication assisted treatment (MAT) programs in Northwest, NJ.

In 2018, Michele became the Executive Director of the Family Guidance Center of Warren County (FGCWC).  During her tenure as Executive Director, the organization became recognized—across the state—as an innovative agency. 

In 2023, Ms. Eichorn facilitated a merger between the Family Guidance Center of Warren County and Center for Family Services. Following the merger, she joined Center for Family Services as a Chief Operating Officer.  Part of the executive team, Ms. Eichorn oversees the day-to-day administrative and operational functions for the organization’s Northern Region programs.

Michele was appointed by Governor Murphy in 2022 and elected as chairperson (FY 2022-23) of the New Jersey State Board of Marriage & Family Therapy, which is the governing body that oversees licensure for all LPCs, LCADC/CADCs and MFTs in the state of New Jersey. Additionally, Michele received the Lester Z. Lieberman “Humanism in Healthcare Award” from the Healthcare Foundation of NJ and is featured in the Edge Magazine article entitled, “Now In My Backyard: Tales from the Front Lines of New Jersey’s Heroin Epidemic.” 

Michele is a Licensed Clinical Social Worker (LCSW), a Licensed Alcohol & Drug Counselor (LCADC) and a Certified Mental Health Screener in NJ.  Ms. Eichorn obtained a Master’s Degree of Social Work (MSW) from Columbia University in 2004 and a Master’s in Business Administration (MBA) Degree from Rutgers University in 2022.
